Wires detached at rear of unit, looks like could have been vandalised due to unit being positioned to low, also no protection on exposed wiring to deter damage or being vandalised.

A legal duty to maintain un-adopted roads still exists and this responsibility would fall to the owners of the road, which is typically defined as the owners of any properties fronting that highway or housing developer.
