The light has been permanently on for the last 3 or so months.

The asset you have reported is not part of the adopted highway network so the Council is unfortunately not responsible for its maintenance. You can search for the roads we maintain on our website: https://maps.cheshireeast.gov.uk/ ce/ adoptedroadsgazetteer/ Home.aspx
A legal duty to maintain un-adopted roads still exists and this responsibility would fall to the owners of the road, which is typically defined as the owners of any properties fronting that highway or housing developer. It is advised that the residents of the properties meet to discuss the situation and consider how the matter can be collectively resolved.
