Ex-railway bridge Bromley Rd/Brookhouse Lane, Congleton

Sent to Cheshire East Council less than a minute later. Council ref: 6310391.
Could the Road Safety team assess this bridge and Bromley Rd please?
The 'no footway/pedestrians' sign is hidden by vegetation on the bridge approach from the Bath Vale direction, so needs cutting back.
There is no similar sign for drivers approaching from Bromley Rd.
The bridge is narrow, so from Bromley Rd there is give way line (worn away and barely visible) and a sign stating priority for oncoming traffic.
Bath Vale has no bus service, so children have to walk over the bridge to/from school. As you can see from the map and from Google Streetview, the footways stop short of the bridge on both roads.
Is it possible to improve the situation with a protected walkway on one side of this bridge? Perhaps with wands or even better with concrete blocks?
Additionally there is an exit from the extremely popular shared-use Biddulph Valley Way but no warning to road users that people on cycles may emerge.
Drivers approach this bridge from both sides quite fast with a surprising lack of caution considering the lack of sight lines. They also accelerate across the bridge because it's narrow. Those approaching from Bath Vale travel uphill so are not visible to those on Bromley Rd until almost on the bridge. Hence the give way/priority on the Bromley Rd approach.
If a traffic calming measure is possible on the Brookhouse Lane side, it would need to suit people cycling uphill too. Some speed ramps are difficult on a bike.
Bath Vale was industrial with one large factory, with HGVs serving the site, hence Bromley Rd's speed hump cushions rather than full width, so HGVs could straddle them, but modern cars can too, so people drive very fast on this road. The cushions are hazardous for cyclists because passing drivers then cut across in front of the cycle to straddle a cushion. Cyclists can't take the 'secondary position' of 1 metre out as that puts them on the slope of the cushion, or easily take 'primary' on approaches to right turns. Trikes can tip on the slopes.
