Unkempt land

Land left to overgrow, we have tried cutting it back a bit. There's a tree with roots probably going under next doors garage. Fly tipping occurs there, god knows what is under the mound by the pathway.

I have tried to cut it back every year since I have lived here, 13 years, the owner never comes near !!
