Alleyway in between micklewright ave and mellor st

There is a tree in the alleyway that has grown very big, it over shadows my garden leaving it mostly in the shade. I have tried to trim it on my side but i cannot get to it in the alleyway as there is a lot of overgrown bushes, flytipping and we've even had rats there and in our gardens. The houses that have gates in the alleyway cannot get their bins in and out of thier gardens, hence leaving them all at the top in Waine st. This then causes an overspill and obstruction of bins on the pathway at Waine st.
