Warmingham Lane, Moston between Woodside and Ashbank
Reported via desktop in the Slurry or Mud on the Highway category by Moston Parish Council at 11:16, Fri 5 April 2024
Sent to Cheshire East Council less than a minute later. Council ref: 5810988.
This problem was first reported in July 2023 Ref. 3452527 and again in October 2923 Ref. No. 5076545 and nothing appears to have been done. This section of road is now permanently covered in mud and water as a result of Tractors with a Tank pulling into the verge to empty a septic tank. The road is not fit for purpose as the frequency of tractors causing the damage continues, the road is too narrow for other vehicles to pass whilst the tractor is emptying the septic tank causing traffic to damage the verge on the other side of the road and create a similar muddy mess to that achieved by the tractor and tanker. It is accepted United Utilities are responsible for the emptying of the septic tank and their tractors have caused the verge to disintegrate .This problem has now been allowed to continued for around 12 months during which time the road has got into the present state where it is in danger of collapsing, tree and hedge roots are now exposed if not under water and in danger of dying. United Utilities are responsible for the damage and have indicated repairs between end of January and end of April 2024. Cheshire East Highways have a responsibility to maintain the roads and we would hope are working with United Utilities to solve this problem in as short a time frame as possible. Can residents be assured this is the case and a co-ordinated approach is being taken ?

Thank you for your enquiry. Gully emptying programmes are based on condition data collected during previous schedules, as well as criteria such as road type, volume of traffic, the proximity of schools, hospitals and transport hubs and known flood risk areas. This targeted approach to gully emptying means that not all gullies will be emptied every year. We will however attend to specific issues where gullies are blocked and causing a danger to highway users or flooding to property.
From the details provided, it doesn’t appear that there is any immediate hazard or threat to property. However, if you can assist us by providing any further information and photographs, then we will consider what action is appropriate. This can be done either via the ‘report it’ option on the website at www.cheshireeast.gov.uk/highways, or by telephone on 03001235020.
Further information on our approach is also available at https://www.cheshireeast.gov.uk/ highways_and_roads/ road-maintenance/ gullies-and-drains.aspx
