New outfall pipe in hedge between Croft cottage and wood view

Sent to Cheshire East Council less than a minute later. Council ref: 5369945.

I walk this route daily for last 5 years. Over last four months the road is constantly wet with flowing water which in winter turns to ice. It was not like this previously. Following it appears to be coming from a new pipe flowing water onto the road. It is in the hedge perpendicular to the road and flow can be seen running down and eroding the verge. It appears constant flow that is following road downhill until it finds verges or grids. It has turned to ice at any frost and makes the road dangerous.
