Why have the streetlights been erected on the new estate yet not switched on?

This is extremely dangerous for individuals living here such as myself who do not drive a vehicle. I have to walk in and out of my estate in the pitch black now the winter months have arrived. Please can the streetlights be switched on now they are all installed? I’m not sure why they haven’t been switched on. The estate is pitch black and is still being built, as stated before this is a serious health and safety issue for residents.
