Across the carriageway and flooding our garden

The drain is blocked on both sides of the road. Traffic goes though a d then hit a dangerous bend as their brakes fail. The road is now breaking up as the water floods Causing dangerous potholes at the side. The slurry from the fields is causing the water to be foul.
