Reference 5034116 previous report You have apparently investigated this and decided that this does not come under Cheshire East and the area in question must belong to a landowner. The area in question does not come within the cartilage of any private dwelling The bags have been placed there off the highway which is your responsibility after causing an obstruction. The area they are on was once a verge which has unfortunately been used as parking for dog walkers and now has become a pull in area - aren’t you responsible for verges on the highway?
