This ditch is owned and is the responsibility of highways and CEBC you are flouting the law intentionally thinking it is wise and clever.

You are in breach of your legal duty as Riparian Owner and in breach of your duty under the Land Drainage Act

Your flood management is flawed, your flood department are negligent and the council in general are failing to act despite having a duty to prevent flooding especially from your own failures.
