Main pedestrian crossing, Toft Road lights on Doctors surgery side

The flooding here is continuous and has been reported by me in previous years. The Knutsford bound carriageway floods for a 20 to 30m stretch directly at the main pedestrian crossing outside Toft Road surgery and also outside the Council offices. The Fall of the road is incorrect as it does not direct water to the gullies which are also blocked/ damaged/ undersized. This issue is made worse by the footpath by the cinema having been closed for the past 6 months (another recurring problem!) which means everyone has to used the flooded crossing to cross Toft Road. When flooded, you have to run the gauntlet to avoid getting drenched in filthy water - but old people cannot move fast enough to avoid this in acceptable situation. Can you please address this immediate issue, revised the drainage in this are and put a cleaning/ inspection routine in place to regularly clear this drain, particularly as we are approaching autumn/ winter when the situation will get even worse.
