Invisible signs and blocked drains

Sent to Cheshire East Council less than a minute later. Council ref: 4621977.

Who is responsible for keeping road signs visible? I am reporting hidden signs on the main road Macclesfield to Knutsford but it applies to ALL roads in this area. Farmers cut hedges up to but not including the growth next to the signs. Trees in leaf obscure the signs. Also there are several flood warning signs on this road. These are left here I assume because the adjacent drains are blocked and when there is heavy rain the road is flooded. There are innumerable blocked drains throughout the Macclesfield area. Surely it takes no intelligence to know if the drains are patent the roads won't flood.
