Fly tipping regularly into council nin

Sent to Cheshire East Council less than a minute later. Council ref: 4200653.

The Parish Council received this complaint from a resident. I would like to report what appears to be fly tipping in Higher Hurdsfield. The litter bin next to the defibrillator on Rainow Road is almost always full of domestic waste. The council empty the bin regularly but shortly after it is re-filled with bin bags and cardboard etc which are clearly not items of litter deposited by passersby. I understand this is considered to be fly tipping and therefore an offence. The cardboard deposited today bears a local address. Can anything be done to remedy this please
