Drain / Gulley at the bottom of the drive serving 50 Broadwalk

The Drain / Gulley is the highway has been blocked for some time and regularly floods. Water backs up and covers part of the highway and footpath. In the recent cold weather this has also frozen making it extremely hazardous. The photo was been taken after 2 days of 'thawing'. Can it please urgently be unblocked before it causes someone a severe injury? Many thanks.
