Ivy house property flooding

The highway is flooding due to drains not taking the water away. It builds up in the gulley set set in the pavement outside our property that collects it from multiple directions but then because it cant pass across the road and down the system to the roundabout it floods our property back from the gulley fed drain pipe and is causing severe damage of which insurance company is being consulted now after multiple attempts of report and still no rectification 2 years on.
