Temporary lights causing chaos

Sent to Cheshire East Council less than a minute later. Council ref: 3625400.

Traffic backed up in all directions. 2 'agency' workers on site, one parked in cordoned off section of London Road, other wearing sliders so clearly ready for work? Appeared to have no authority, not clear what they were to do and hadn't put plastic fencing back around holes in road that weekend wind had blown around.
