Parking on pavement

Sent to Cheshire East Council less than a minute later. Council ref: 3316760.
A white Mercedes sprinter parks on the pavement every night, Between numbers 95 and 91 on the same side. It stops me from walking with a double pram safely as I have to go on the road with a 1 year old and 3 year old. He's had numerous parking fines previously and still parks there.
