Dangerous junction

Following up enquiries 3436233 (submitted 25/7/2021), 3415746 (submitted 18/01/2021, last updated 02/02/2021), 3382961 (submitted 7/1/2020, last updated 12/6/2020) and 3394355 (submitted 13/3/2020, last updated 7/4/2020).
This issues seems to have been marked as 'resolved', but nothing has changed.
Seemingly on 20th September 2021, (now 4 months ago) it was investigated with the investigator saying that the sight splay (which he measured at 13 meters, (rather than the required 40 meters?) and he 'couldn't believe it was allowed to be in that state'.
Two week ago there was a serious accident just beyond this junction. Thankfully even though the car was seemingly written off, there were no serious injuries. However it did result in the closure of the road and the destruction of a telegraph pole and a fence.
As mentioned in all of the previous enquiries, this junction is an accident waiting to happen given the poor lighting (just one street lamp on the entire road) and vehicles needing to pull into the oncoming traffic to ascertain whether it is safe to pull out.
Given that this has been an issue since December 2019, is it going to take a serious injury or death before the hedge/fence is put back to safe levels allowing a decent sight splay onto this road?
