Sent to Cheshire East Council less than a minute later. Council ref: 3232316.

Section 46 notice states "bins being left out past collection day causing issues for other residents, or leaving them vulnerable to being damaged, contaminated, or taken by other residents" Around 9 years ago, the whole street got letters regarding this and it improved the situation massively. Since then, the issue has grown to a point where near half the street just leave them out. I have seen a blind lady from Steeple walk into these multiple times. It also puts groups of kids going to Tytherington onto the road to avoid them.
