Behind the bin on the layby

Reported via desktop in the Fly Tipping category anonymously at 18:43, Sun 5 December 2021

Sent to Cheshire East Council less than a minute later. Council ref: 3161316.

Rubbish (combination of what appears to be household waste and vehicle parts such as tyres) that is originally placed near or beside the public waste win located on the layby is being pushed back on to private land and remains uncollected. Is clearly visible when standing beside the bin (is only a few feet away). Claiming that this rubbish is on private land and hence not the responsibility of Cheshire East is not appropriate given that waste placed beside the bin is being actively pushed on to private land (eg tyres placed there last week have been rolled on to the private land). This has been a long-standing issue (going on for months).
