Broken pavement with water coming from underneath

The pavement is broken. When stepped on, water comes from underneath, even when there's been no rain for a long time.

It's become dangerous over the last few days, as the water coming from underneath has iced over. I first reported this in the summer in the hope that it works be fixed before the weather froze.
