Carriageway problem

Cyclists are racing down this blind bend on Lodge Brow, making a sharp right hand turn onto Adlington Road into a blind road that has parking on the left hand side and oncoming traffic/walkers in the road. At 11.05am today, a cyclist flew down the hill and nearly crashed into a parked car that was just started and began to pull out.
There is zero visibility for cyclists coming down at speed, when they arrive onto Adlington Road. There is very little reaction time. A fatality was narrowly averted this morning. This is part of a long term pattern of cyclist behaviour and it will not be long before a death happens.
There is no signage to warn cyclists as they descend Lodge Brow. The only signage is to warn about the incline of the hill.
Signage needs to be looked at urgently. A death is imminent otherwise. Many cyclists are coming out this way and do not know the road.
Other cyclists are using it as a race track and it will cause an accident on the bend, potentially crashing into a pedestrian, parked car, child or oncoming vehicle. There are often pot holes on the road too which will dismount a cyclist at speed.
Please can you urgently look at this risky corner. There will be a death this summer otherwise. I have seen so many narrow misses (I live at 26 Adlington Road).
I am forwarding this to Bollington Town Council too.
Please inform me of the work you intend to do to make this right. I would appreciate knowing at the earliest opportunity so I can reassure my neighbours.

The report has been assessed. At the time of inspection, there were no defects identified that were considered to present a danger to highway users. We will continue to keep the highway safe for all users via our scheduled safety inspection regime, when any defects that fall within intervention levels will be identified and arrangements made for prompt repair.
