Permanent Traffic Lights problem

Problem with the phasing of the traffic lights in Bollington at the Aqueduct; priority is currently being given to Clarence Rd/Water Street and not the main thoroughfare of Palmerston St (B5090). The lights on this main thoroughfare are always on red, and change to green after stopping at the lights for a while. As soon as you pass through, they change back to red immediately, even though there are no cars waiting at either Clarence Road or Water Street.
I assume that this is not the correct phasing and priority should be given to the Palmerston Rd road users. I have noticed this issue since the works on Water Street a while ago and I’m wondering if the conclusion of the works has somehow altered the phasing.
